为进一步加强“丝绸之路体育教育联盟”（以下简称“丝体联”）使命感、责任感，推动“联盟”以“教育、合作、发展”为发展方向与目标，共同推进“联盟”健康持续发展，特制定本行动计划。

一、基本思路
深入贯彻“一带一路”倡议，秉承“和平合作、开放包容、互学互鉴、互利共赢”的丝路精神，持续深化多领域合作，探索多方健康合作机制，着力提升“丝体联”院校体育教育发展整体水平和总体实力。充分发挥好高等体育教育在区域创新体系建设中的引领作用，为“一带一路”沿线文化和经济社会发展做出新的贡献。
I.Basic Idea
Deeply implement the "Belt and Road" initiative, uphold the Silk Road spirit of "peaceful cooperation, openness and tolerance, mutual learning, mutual benefit and win-win", continue to deepen cooperation in multiple fields, explore multi-party healthy cooperation mechanisms, and strive to improve the "Alliance" institute overall level and overall strength of universities physical education development. Give full play to the leading role of higher physical education in the construction of the regional innovation system, and make new contributions to the cultural and economic and social development along the "Belt and Road".
二、发展目标
按照《章程》，协同各成员和伙伴一道，搭建国际间体育教育交流合作平台，以“教育、合作、发展”为主线，通过组织内容丰富、形式多样的对话和体育交流与合作，推动人员交流、分享技术创新，共同推进体育学科建设、人才培养、师资队伍等方面的国际化发展，不断提高沿线院校体育教育领域交流合作的层次和水平，增进国家间文化交流与民心相通。
II.Development goals

三、行动计划
1、实施高素质人才联合培养计划。建立更加紧密的合作关系，探索跨国培养与跨境流动的人才培养新机制，为共建“一带一路”培养急需和具有国际视野的高素质人才。
III.Action plan
1. Implement a joint training plan for high-quality talents. Establish closer cooperative relations, explore new mechanisms for training talents across transnational training and cross-border mobility, and cultivate high-quality talents that are urgently needed and have an international perspective for the joint construction of the “Belt and Road”.
2、实施教育信息、学术资源共享交流合作计划。加强“丝体联”高校间科研机构及科研人员的交流与合作，推进“丝体联”联盟校学术期刊交流和编委互聘，组建协同创新机构，积极开展国际科研合作项目，联合开展科学研究。
2. Implement educational information and academic resource sharing and exchange cooperation plans. Strengthen the exchange and cooperation of scientific research institutions and researchers between the "Alliance" universities, promote the exchange of academic journals of the "Alliance"universities and the mutual recruitment of editorial committees, establish collaborative innovation institutions, actively carry out international scientific research cooperation projects, and jointly develop Joint scientific research.
3、实施“丝体联”师资合作发展计划。开展高水平师资互聘、推进硕士、博士、博士后等人才交流和联合培养。
3. Implement the "Alliance" teacher cooperation development plan. Carry out the mutual recruitment of high-level teachers, and promote the exchange and joint training of masters, doctors, and post-doctoral talents.
4、实施“丝体联”院校长高峰论坛计划，结合不同学科专业领域和体育教育发展趋势，定期轮流在各校开展对话交流，不断拓宽合作领域。
4. Implement the "Alliance" universities President Summit Forum Plan, combine different disciplines, professional fields and the development trend of physical education, regularly carry out dialogue and exchange in each school, and constantly expand the cooperation field.
5、实施“丝体联”专业课程合作计划。建立“丝体联精品课程库”，实现成员间精品课程资源共享。

6、实施“丝体联”国际合作办学推进计划。推动学分互认、交换培养、专业共建等，合作共建“中外合作办学项目或机构”。

7、实施年度“丝体联”学生体育文化艺术展演计划。积极打造体育项目竞赛和体育文化系列交流体系，发挥各自资源优势，增进交流，提升水平，逐渐形成丝绸之路特色品牌项目。
